Administrative overhead is the amount of resources you spend not on work but on the organization of this work.
When preparing plans, you spend resources on preparation; when you have a group of workers, you spend time on coordination; and when you use software, you spend time learning and using the tool.
The smaller the overhead, the better. Thus, the aim is to keep overhead as small as possible in every action.
